Is it possible to have Step 2 appear when step 1 has been chosen?

The customer is required to select tea type and then pack size.

The problem is that most customers are choosing step two first which stops them from being able to process there order. Its a real problem. Is it possible to have step 2 appear only when step 1 has been chosen. I am losing sales.
