I had a similar issue before and but realized the product in question was set to “backorders allowed”, which is why the product was not considered “out of stock”. In this case, the product variation is set to “backorders not allowed”, so it really is out-of-stock.

OK, then how do I get a variation that is out of stock to display “out of stock”? Why will it only display stock level if the item is in stock?

Note: Sometimes Theme changes the default behavior of WooCommerce. So, check how it behaves on the single product page.

I have the “Show Product Availability” setting ON for my product archive page.
Selecting an image in stock shows a message “X in stock”. GOOD.
