The drop-down to image feature targets the first attribute of the product by default.
You need to set color as the first attribute for your products.
For existing products, you can rearrange the position of the attributes too.

Under the Special Attributes tab, there is no option for Drop-down to image attribute conversion.

This is about changing the product image with a single attribute. You don’t need the color as the first attribute for this. It still helps with the configuration.

I already have that set up, but that wasn’t my question. My question is: when you have multiple attributes, how do you choose which attribute to display thumbnail image of the variation?

Unfortunately, you cannot set that globally right now.
These global options work with the first attribute. You can change this individually for each product (you already know that).
